  If I buy this app since a few other people bought it as well. Will it be approved on Google play store or will they reject it as a duplicate app or for copyright infrigment?

  You shouldn't have duplicate problems in the future if you RESKIN it again.
  You are not allowed to sell / distribute the source code.
  Please study the regular license and extended license

  I am not thinking of selling. I am more concerned about my ability to use and monetize it. So I cannot upload it as it is on play store. I have to reskin it first is that correct?
